NELFUND Eligibility: Who Qualifies and What Disqualifies
NELFUND's public guidelines set three routes into the scheme, and every route requires a Nigerian NIN and, for adults, a BVN. This page lists who qualifies, what you must provide and what disqualifies you. It is an independent summary of the guidelines, so check nelf.gov.ng for any change.
Who qualifies
- Nationality: a Nigerian citizen. Proof is a National Identity Number (NIN) and a Bank Verification Number (BVN).
- Fresh entry: a prospective student with valid JAMB admission to an eligible tertiary institution (ETI).
- Direct entry: a student with valid JAMB admission to an ETI.
- Full-time undergraduate: a student already enrolled at an ETI, who provides a matriculation number.
Information and documents you provide
- JAMB number, NIN, and BVN if you are 18 or older.
- Age, gender, phone number, home address and email address.
- A passport photograph and your admission letter. A student ID is optional.
- An online attestation and an indemnity agreement completed on the portal.
What disqualifies an applicant
- A proven default on any earlier federal or state education loan.
- Already receiving another government education loan or scholarship at the time of application.
- A finding of plagiarism, cultism, violence, fake documents or exam malpractice by a tertiary institution.
- A conviction for fraud, forgery, drug offences, felony or any offence involving dishonesty.
The attestation also states that you do not already hold a first degree. If any declaration is later found false, the guidelines say you are disqualified and the loan becomes immediately due.
Checks NELFUND runs
Every application is checked for completeness, your NIN against NIMC records, your BVN against NIBSS records, and your admission or matric number against JAMB or your school. Names that differ between these records are a common cause of delays. See common issues.
Your school must be on the system
NELFUND obtains each institution's fee schedule and student data, so a school that has not uploaded records can hold up your application. A NELFUND statement in August 2025 also asked institutions to upload their academic calendars promptly so students receive full upkeep.
